Prepare the gremolata first: Zest 1 lemon using a microplane, finely mince 2 garlic cloves, and finely chop 0.5 cup fresh flat-leaf parsley. Combine these three ingredients in a small bowl and set aside. This fresh garnish will be added at the end.

Pat the 4 veal shanks dry with paper towels. In a shallow bowl, combine 0.5 cup all-purpose flour with 1 teaspoon kosher salt and 0.5 teaspoon black pepper. Dredge each veal shank in the flour mixture, coating all sides, and shake off excess.

Heat 3 tablespoons extra virgin olive oil in a large Dutch oven or heavy-bottomed pot over medium-high heat until shimmering. Working in batches if needed, sear the veal shanks for 4-5 minutes per side until deeply browned. Transfer to a plate and set aside.

Heat 1 tablespoon butter in a large saucepan over medium heat. Add 1.5 cups Arborio rice and stir constantly for 1-2 minutes until the rice is translucent at the edges but still opaque in the center—this toasting step is crucial for proper risotto texture.
